Dade City Moves to Fold 94 Acres of Downtown Into a Single Central Business District
The city is advancing a rezoning that would replace downtown's patchwork of residential, commercial and office zoning with one set of standards built around shops, restaurants, offices and housing. No single project is on the table; the rules that shape every future project are.
Dade City is moving to rezone roughly 94 acres of downtown into a single Central Business District, a change that would scrap the current mix of residential, commercial and office zoning categories in the city center and replace them with one unified rulebook for what can be built there. It is the decision that will determine which storefronts, restaurants and apartments can open around Seventh Street and Meridian Avenue for the next generation, and whether the historic core holds its shape as growth pushes into east Pasco.
City documents describe the district as the focal point for a mix of retail, office, service, restaurant, entertainment, civic and residential uses. The standards are written to preserve downtown's architectural character, push development toward the sidewalk and the pedestrian, and discourage highway-oriented land uses of the kind that line State Road 52 and U.S. 301 outside the core.
No developer is asking for anything here. The commission's action would not approve a specific project. It sets the standards that every future project across most of downtown has to meet.
What actually changes
Right now, a property owner two blocks off the courthouse square may sit in a residential district while the parcel across the alley is zoned commercial and the one behind it is office. Each carries its own list of permitted uses, its own setbacks and its own approval path. That is the patchwork the city wants gone.
| Today | Under the proposal |
|---|---|
| Multiple residential, commercial and office districts layered across downtown | One Central Business District covering about 94 acres |
| Permitted uses vary block to block | One list of uses: retail, office, service, restaurant, entertainment, civic, residential |
| Design expectations differ by district | Shared design standards aimed at the historic streetscape |
The rezoning is one piece of a larger downtown planning package. It also carries new land-use policies, design standards and subdistricts that steer where commercial, mixed-use and purely residential development can go inside the larger district. So a single CBD does not mean one uniform building type from Church Avenue to Pond Avenue. The subdistricts are the fine tuning.
Dade City's land development regulations already define a Central Business District intended to encourage redevelopment of the historic downtown. The framework exists. The proposal stretches it across the full 94 acres.
The context: a downtown already under construction
This lands on top of work already underway. The city's community redevelopment area covers about 137 acres along the downtown corridor, and the CRA has been buying land and rebuilding public space for several years.
In June 2025 the CRA voted to move $200,000 out of reserves into land acquisition, doubling that line to $400,000, with staff pointing at a surface parking lot behind the Bonita's Flower building near Seventh Street and Robinson Avenue. Board members also backed concepts for a second downtown alleyway along Medill Avenue with pavers, archways, benches, planters, string lights and a new pedestrian crossing at Seventh Street.
The bigger one is the Seventh Street streetscape. City bid documents put the project between Church Avenue and Pond Avenue, backed by a $300,000 state grant for landscape and pedestrian improvements. The proposed design narrows Seventh to one lane in each direction, drops the center turn lanes, and adds 48 parking spaces by putting diagonal parking on the northbound side.
Parking and traffic are usually where downtown zoning fights get real, and those two numbers, one lane each way and 48 added spaces, are the ones merchants have been trading opinions about since the bids went out.
How to weigh in, and when
Zoning changes in Dade City run through the Planning Board before they reach the City Commission. The Planning Board meets the first Wednesday of the month. The City Commission meets the second and fourth Tuesdays. Both are the places where residents get to speak on the record.
The city's own process rules give the public a reasonable warning window: hearing items must be published and property signs and mailers posted 14 days before the meeting date, with the agenda on the city website seven days out and final five days out. If you own or rent downtown, the sign in the yard and the agenda posting are the two things to watch.
The city has not published a final adoption date for the rezoning. Anyone tracking it can follow agendas and the underlying land development regulations through the Dade City Planning and Zoning department.
